Hiruzen didn't that's why any of this Happened because he was perpetrating acting like he would sacrifice for the village but its because he didn't Neji's father had to die or Uchiha clan or even the fact that there were 3 wars during his rein and oh so much dysfunction. Sasuke's story really made me hate Hiruzen its funny how he's named after Hiruzen's father but they're so different

Hiruzen was complicit. He did not forbid the Uchiha attack nor did he place Danzo in prison. He was willing to let Itachi shoulder all the blame rather than coming clean about it. Danzo was being honest when he said that Hiruzen would come to the same conclusion.

It makes sense when you think about it. Hashirama told Sasuke how him and Madara "Ended" and wants to see if Naruto would do the same in order to test his determination. (Obviously without the intent of dying)
