I actually agree to a point. While Sasuke has done some pretty messed up things, what would ultimately determine whether he would make a good Hokage or not isn't just his past actions, but how he has grown from them.
Look at Gaara.
Would you have ever expected the crazed killer Jinchuriki to become a great Kazekage and lay down his life for his village? Look how he turned out and he was more bloodthirsty than Sasuke.
Sure Sasuke is arrogant, but that doesn't make you a bad leader.
Unlike Naruto, Sasuke has walked a dark path and thus knows what it means to be a villain. If anything he can relate more to the tyrants they are facing now more than Naruto who, aside from being rejected at first, has lived a releatively happy life with lots of friends.
Sasuke can recognize the darkness in someones eyes much like Gaara did with him. Again it comes down to how Sasuke grew from these experiences and if he truly ready to lead others without making selfish decisions. Personally, I think he still has a long way to go before being real Hokage material. But so does Naruto.Even so, does he deserve to be Hokage? Maybe not now. Only time, and his future actions, will tell.
