I don't think Sasuke was holding back. Much like Naruto, he wasn't sure of the extent of the abilities his Rinnegan granted him. Unlike Madara who had decades to research and grow accustomed to his Rinnegan before handing it over to Nagato, Sasuke just barely obtained it. The same goes for Naruto. He hasn't even begun to fully use his Omyoudon (black balls) for more than platforms for Sasuke to stand on. He also has the chakra rods to combat Sasuke's Kusanagi.

Don't be sruprised if he starts using Shinra Tensei, Banso Tenin, and absorbing jutsu as well.

At the same time don't be surprised if Naruto starts using the Omyoudon like Obito did or even that Ashura Avatar to combat Susanool.

It makes perfect sense when you think about it, Sasuke revealed in the latest chapter that this whole time he was waiting for all the threats to his Revolution to be eliminated. Madara, Kaguya, Obito, Black Zetsu, the edo Kage, and double kamui Kakashi mainly and now Naruto is the only one left. During the fight with Kaguya, Sasuke stated that he or Naruto couldn't die because they had to seal her, so he cooperated, but in the back of his mind he knew his true goal was to take out Naruto. Sasuke did next to nothing against Kaguya because he was preserving chakra and letting Naruto do most of the fighting. Sasuke's not dumb he realized early on that his rinnegan eye and Kaguya's would simply cancel eachother out, so Naruto was better suited to fight her. Now that Kaguya has been sealed and the other threats removed, Sasuke is relatively fresh while Naruto has exhausted most of his chakra and the bijuu are locked away in Chibaku Tensei so they can't leech him more. I personally would like them not to fight now, because logically Sasuke would win easily at this point. I want them both at their best.

@bold, no. Sasuke only waited till everything was over. He was more likely waiting till the Edo Kage went away.
Also, Naruto has more chakra anyway. Though Naruto lost most of his bijuudama and with all those clones he did Naruto probably lost a lot of chakra, but I doubt it means much.

This right here. His strongest offensive/defensive technique at the time is perfect susnano which got destroyed by chakra arms. Naruto was able to counter the same chakra arms with his own.​

Sasuke has Itachi's eyes got some senjutsu from Kabuto, a new jutsu from Hashirama, and a rikudo powerup from Hagoromo. He is as much of a "borrower" as Naruto.

Both Naruto and Sasuke fans like playing the "borrowed power" card alot like this proves one is better than the other.
