Because of Cho Baika No Jutsu. All of Sakura's moves are slow linear moves thAt can be read because he can see the chakra in her first and read her momentum. She also has no durability feats and gets smashed by Chidori or one of his many katons. He doesn't even need CS

He won't stomp Sakura. If he wins ( what I doubt ) it will be high difficulty. Sakura improved a lot since part1. Their speed is equal ( or Sasuke is slightly faster ), but it doesn't matter, she can dodge all of Sasuke's attacks, due to the fact she is skilled on the evasion. ( again, see her fight against Sasori, where she analyzed his attacks and dodged them, without Chiyo's help. )
