Yeah no Chibaku Tensei isn't enough to stop Naruto. How many times has he faced the tech? And how many times has he busted out of it or destroyed it completely?

Every time he faced CT it had a core. Sasuke could make Naruto himself the core. Then what? And try to bust out all he wants, he's still the core, he has no viable counter.

So therefore Kishimoto restricted Sasuke. This is a true nerf. An untrue nerf would be saying that Sasuke didn't use abilities that he never showcased in the first place. Like if I said "he didn't use all 6 paths, so he was nerfed" <- that wouldn't be true nor would it be a nerf because he hasn't shown all paths initially anyway.
