I use that logic because it is valid logic tf? You can't show a character for a few panels and chapter and expect them to be an amazing character.

There are other ways of developing character that does not necessarily involve the character being shown. Simply through the use of dialogue or storytelling/narrative from other sources/characters.
For example: Hashi and Madara.
Itachi was kind of like that too and he turned out amazing in establishing Sasuke as a character.
so no sir, it is not necessarily valid. If you think a character must be shown an ample amount of time in order to be relevant, then you're an ass at judging things.
But the point of the matter is really the main reason why Sasuke > Naruto as far as character development goes, Sasuke is Naruto's (anime) driving force. He is the main thing that moves the story forward, sure there are others but he has the most impact as he is Naruto's (character) goal.
Also saying you couldn't careless about the other stuff just proves the point that you are an ass at judging things. You simply just go for the surface, what is laid in front of you. You don't care as for the reason why.
Someone could make a character suddenly OP without any reason or decent amount of development, like getting a powerup, and sudden was capable of knocking out a goddess and you'd probably just take it as is and start worshipping that character.
