Indra inherited Sage chakra, Kakashi and Sasuke unlocked it due to having the same chakra as him while Madara inherited the ability naturally as Indra's transmigrant. If it wasn't for Hagoromo's chakra neither Obito nor Sasuke would have unlocked PS.

you realize....Sasuke is also an Indra Transmigrate. So if Madara unlocked it because of this......why is it that Sasuke didn't?

OT: OP I think you're reading too much into this. When Madara's Perfect Susanoo was revealed he was facing 5 regular sized humans with no Avatar. All the "proof" you've shown with Sasuke's Susanno's size are pics of him confronting other giant sized creatures like Kurama, Juubi, etc.

...don't you think maybe, just maybe the scaling is a bit inconsistant? Other than the size inconsistencies, they look almost exactly the same aside from color and a few other minor details.
