Its already been established that in order to get the ms someone close to you has to die. Either by them dying by your hands as itachi said, or them dying by other means

it's never shown in the manga but watch anime ep. 163 or 136 i dont remember which but it's titled the light and dark of the mangekyo sharingan itachi shows sasuke in a genjutsu at about 12 minutes in

Re amaterasu comes from his left eye. He manipulates the flames with his right so he cant use tsukiyomi. Obvious troll is obvious. Susano comes from botheyes so I guess sasuke cant use amaterasu or blaze release since he uses amaterasu in his left eye and manipulates them with his right. More than one technique can be in an eye

While that is the best explanation So far, But Sasuke Also had Alot of emotional Stress and Painful memories of His parents and such, Yet he didn't unlock it Untill Itachi Died infront of him.

But then again the reason sasuke might not of Unlocked his Ms in this way might be down to Plot no Jutsu.

When sasuke's parent was killed he ddint even have the sharigan.
Also sasuke didnt have the ms straight away. After tobi told him the truth and then, there was flash back of him and itachi as a kid, thats when he started to cry and when he opened his eyes, he had his own ms
