Because rinnegan cannot be deactivated, doesn't matter if it was awakened naturally or transplanted, it simply cannot be deactivated. Show me a scan of someone alive doing it. Edo Madara switched from 3t->ems->rinnegan and he never switched back to sharingan. He made a wood clone with EMS for genjutsu purposes. Madara lying at the end of manga had blind eyes, because Kaguya stripped him of all his powers, everything went back to her, while Madara was left with nothing, not even sight in his eyes.

Also the theory with the transplanted eyes = not being able to deactivate is also wrong.

Kakashi, Danzo, Ao - they all weren't Uchiha or Hyuuga, so they doesn't possess an ability to turn off a doujutsu. Sasuke transplanted Itachi's eyes and yet he was able to turn off his sharingan why? Because he's an Uchiha and was born with the ability to deactivate his natural doujutsu.

Lol Hagoromo is just like his mom he can activate his eyes or turn them off at will since they are his eyes and he awoken them naturally. Sasuke can't do that.

That was edo madara which kabuto said he made some altercation in giving madara his youth and fake edo eyes. So that doesn't count.
Alive Madara was unable to deactivate his eyes. And as for Hagormoo ever since we've seen him he has never deactivated his rinnegan since he was with hamura fighting the jyubi till he died with his kids (Indra and Ashura) in his death bed.

He used magic to turn it into a Rinnegan, but it's his magic that did that not the mixing of Ashura and Indra chakra therefore it's not his. Explain why he can't deactivate it while you're at it. Remember Kakashi Sharingan wasn't his so it was impossible to keep it deactivated so he kept it closed. Ao's Byakugan was impossible to deactivate so he kept it covered. Nagatos Rinnegan was impossible to deactivate because it wasn't his and his hair kept it covered.

Sasukes Rinnegan is not his own. It is Hagoromo's. He gave Sasuke that eye power. It's impossible to draw out the full power of the eye if it doesn't originally belong and was awakened by you. People keep saying:

"Why Sasuke ain't using his Rinnegan abilities?"
"Sasuke got nerfed, where the six paths abilities?"
"Sasuke got rusty like Naruto so he gotta practice his Rinnegan."

All of those are wrong. It's not that he isn't using them. He hasn't been nerfed. He's not rusty. The truth is he can't bring out the full power because the eye isn't his to begin with. He can't use it to its full extent. Ameno is a good technique and compliments his fighting style well he doesn't need the six paths techniques anyway. His eye is linked to Kaguyas dimension so that's a plus too.

Point is, it's Hagoromo's eye and Sasuke will probably never be able to bring out its full potential but even half of it is enough for him to be the second strongest shinobi in the world.

What I'm saying is: at the time Madara wasn't alive so we can't be certain that was a feat he had when he was alive.

And when Madara is shown alive as an old man, his Rinnegan is shown active. It's around that time when Obito was in his hideout (I could be lying but Madara needed Gedo Mazo to stay alive around that time when was dying of old age right?)

There is difference, fake body and organs like eyes for example aren't functioning like real ones.

Not really, when you have a doujutsu that cannot be deactivated(look at Sasuke during vote2) or doesn't have an ability to turn off doujutsu since you're not Uchiha(Kakashi) you have to keep this eye closed untill you have chakra to control it again.
