His Rinnegan actually improved with time.

If Sasuke is so fast that he cannot be noticed for that level of distance, naruto would have been killed instantly

If Sasuke is really that fast, when why did he slow down to attack naruto? Why didn't he just stay at the same speed and strike naruto down?
