Sasuke can do chidori without sharingan and being blind but kakashi not?!

Kakashi can't use Raikiri as effectively without the Sharingan as the user experiences Tunnel Vision and is susceptible to a counter-attack due it being a linear thrust.

Even though Kakashi doesn't have the Sharingan, he still has multiple Raiton Variants that he can use.

It's possible that Sasuke's is just overall more talented than Kakashi. I mean like someone pointed out, even Kakashi took down eighteen clones before Minato called him out on the flaw of the technique.

Sasuke even has variants that he doesn't need to move in super fast motions to use. Such as the Chidori Spear, Chidori Nagashi, and Chidori Senbon.

Most of these he can use without gaining velocity.

Kishi's love of Uchiha lead to neglect of his earlier developed characters... Kakashi can use Raikiri but yeah, w/o any famous clan's KKG he's nothing...

Kakashi's talent in Chidori pales before Sasuke's, by a large margin, in fact. Sharingan gives Chidori precision. Without it, Kakashi will not be able to use it at high speeds at all. So, there goes his Chidori usage against tougher opponents who can evade and counter his movements. Sasuke has shown the ability to make precision strikes despite being on his last leg, nearly blind and without Sharingan.

He is also is fully capable of adjusting the focus of chidori on two fingers or three or full, making it deadly or mellowing it down. That is a testament to his phenomenal chakra control. Only Third Raikage is capable of this feat as well. Kakashi is incapable of doing this as well.

His variants are mediocre and lack the multimodal and multidimensional aspects of Sasuke’s, where each Chidori technique can be used in a variety of ways. This just goes to show that without Uchiha eyes give him the necessary prop, he’s pedestrian ninja at best.
