Reasons why sasuke may have tsukuyomi

- Inverted background in the genjutsu world

Reasons why he doesn't have it:

- No time manipulation in his genjutsu which is a characteristic of tsukuyomi
- He never onnce mentioned tsukuyomi, but mentions the name of his other eye techniques i.e amaterasu, kagutsuchi
- All MS only have one power per eye. Sasuke has amaterasu on the left, kagutsuchi on the right.

As you can see there are more reasons why he doesn't have tsukuyomi, than they are that he does.

i guess you already missed the multitude of chapters where it was specified that MT wasn't possible w/o being JJ. And Sasuke has absolutely no means of making that happen w/o GM.
