he is clever, but you're wrong in that he was planning to use oro from the start. he only decided that when he felt that he had become stronger than oro, and orochimaru was weak and pathetic.
also, tobi and itachi told him that overuse of ms leads to blindness, yet the firs thing he does is overuse the ms in just a few days/weeks to the point of blindness, whereas itachi had managed to keep his for 8 years or more. he wasn't able to read a thing about itachi, he was manipulated by tobi to attack konoha. yeah he's smart in battle, but not smart outside it.
and yes, naruto is dumb outside of battle, but he's smart enough to hold on to his own beliefs, and not be swayed by others. sasuke on the other hand isn't one with his fate in his own hands, he's ultimately tobi's puppet; even if he doublecrosses tobi the damage has already been done, tobi has turned sasuke in what he's wanted him to become already
