I think you are underestimating Sasuke's resolve. Regardless of what he has said or down since he has come to the battlefield, the one thing that stinks out in my mind, which makes me think you are wrong, is that he said he wanted to be Hokage.

It is probably more likely that Naruto and Sasuke will end up fighting for the title of Hokage at the end of the series, once they defeat Kaguya, the God Tree, and such.

Wouldn't really make sense.

OT: No Sasuke doesn't need to be the FV. Just because he use to hate this world doesn't mean he can't come to UNDERSTAND it. I think that's been a big part of this from the start. Just like how there is a reason Hagoromo keeps bringing up Ninshuu....he wants people to better understand each other. I think Ninshuu is to the future of the NV, as the internet is to our world. Meaning there will be tons of fapping to etheral thoughts flying over space and magic....that's how the internet works right? Etheral thoughts flying and a unicorn powering an enormous cold fusion turbine with a .....but I digress. Sasuke will fight with Naruto in the end. It may jump straight into the middle of a big fight between them. We wont know what was said before it started. & then it will end with Naruto almost beaten and Sasuke helping him up saying something like, "Maybe you can challenge me for Hokage again next year, bud!" *gay smiles* *gay smiles back* & I'm not being disrespectful, I'm just saying I think you overthought Sasuke's role as FV. He doesnt have to be the "anti-hero that doesn't want to help but will help to serve himself"....He just cared about Itachi, who got to tell him that he loved him....and I'm gonna go out on a thin limb here and say that Itachi basically implied to Sasuke that Naruto was the closest thing to a brother he has. & honestly, they are the re-incarnated (transmitigrated- same thing),literally the brothers of Ashura and Indra! They are bros....and they are gonna end the series as bros.

He isn't evil that want to kill everyone ! He is trying to do the good thing but with a wrong method
He want to kill curtain people (kages and tailed beasts) who he thinks are the blame for the darkness in the world .

I would say evil if he tried to kill kakashi and sakura like in the kage summit arc ,but now its different he told them "i wants to create a new world for us" ... I don't think that is evil ,but stupid -_-
