KCM naruto is faster than sasuke in the long run but sasuke have far greater agility than naruto. Sasuke also have straight tomoe sharingan which allow Sasuke fluidity in his movements when fighting. So sasuke can read naruto movement no matter how fast he is.

Put it like this if naruto ain't mad, he is not faster than sasuke. When he is mad or want to kill out of rage, he is faster than sasuke. Otherwise, their base speed is about the same in some way.

Sasuke have a great deal of chakra control, so he can move fast.
Why would they keep those power? That's just plain stupid. Meaning there won't be anybody else to come close to fighting them in part 3. Them power got to go after this fight.
