Seriously nobody here has any idea about the powerlevels in dragonball alone!
First of all: Person durability:
In the very first manga and anime, Goku was shot by a pistol.. You know what he said? "Ow"

Assuming that much throughout Naruto throwing weapons such as shuriken and kunai pose a serious health threat to the characters their bodies are by far not as tough.
Jumping
In his first Tournament, goku shows his "jumping" skills ... We never get to see his max jump height as he just tries to catch up to his opponent

Speed
Speedwise, naruto was described as an orange flash of light when he first gained kuramas power
that speed could be compared to what early goku used in the first tournament: the afterimage technique

Basically the user moves so fast, that the human eye is unable to follow the movement, which leaves an afterimage of the user at the initial location while the user moves in position to strike or while the user evades an attack.
The much faster Teleportation techniques can on the other hand be compared to either the usual DBZ Teleports or the instant transmission technique.
However as I am trying to show that early DB Goku easily tops Naruto's characters, I will give this one to the Narutoverse. S/T Users are indeed faster than early DB characters like Goku Kuririn or Roshi
Power
The power is really hard to measure as for example 8 Gates Gai with his evening elephant crushed the ground without touching it which is a feat not seen before dragonball z (where a single glance by base goku dug a grave for vegeta on namek)
Although from the beginning of Dragonball we can see people being punched through walls, which is a feature rarely seen on naruto

Energy attacks
While a tailed beast bomb basically is the strongest jutsu in destructive power and a bomb from kurama appears to be a city buster
a late dragonball Piccolo busts cities with an easy ki blast from one hand:
Most of the city is gone .. the part still standing is the part under him which he did not want to destroy yet as the "king" was there and he still needed the king alive for his announcement to the world
this never works...
Because the powers never line up. Speed wise Naruto characters in battle are faster than late DB early DBZ characters, which probably give them the edge. But overall destructive capability always goes to DBZ.
And if I had to guess their power levels would be around 2 or 3 thousand. Those TBB have pretty crazy destructive capabilities now.
