Itachi was like 18 or 19 when he used it in Part 1. I think there's a pretty good chance that he was able to use it at 17. He was also able to use Tsukuyomi at 13, so yeah.

Sasuke's version of Amaterasu is superior to Itachi's, it's just that he had to fight more powerful opponents who can negate that jutsu, I don't remember Itachi using it to great effect either, I mean even Hebi Sasuke countered it.
