Well, I think one day Konohamaru Sarutobi will be strong enough, but right now his Rasengan and Sexy: Boy on Boy jutsu are just not enough to take on Kisame.Maybe he could beat Sasuke though, he seem like the type to like the sausage.

Sarutobi skills are said to be legend in his prime then in his old age. In his old age he might have the experience but being that he doesn't have the chakra and stamina to keep up with Kisame with or without Samehada could make Kisame a difficult opponent to defeat. So in his prime Sarutobi wins and if old age he lose. My opinion.
