The full pic and the close up are 2 separate scans, the eye color doesn't show in the full scan because of how small and zoomed out it is.

One thing is to zoom a pic which by itself doesn't have much quality and the details are too small. Another thing is having a close-up with much better quality. Of course one has to doubt if the pic is edited or not but it doesn't look like it and I doubt that she wouldn't get the Sharingan and even if Kishi already spoils this fact on a cover, it's not at all that surprising, at least for me.
