To open chakra limiters you need a super strong body which Strong Fist is all about! kakashi stopped at the third gate because he wasn't prepared to train that much. Sasuke as well had to train really hard to maintain Rock Lee speeds. Strong Fist is a prerequisite to gates!

One who needs to open gates needs a metal body to withstand the pain etc something Neji, Naruto etc are not willing to go through.

In theory a Gentle fist user can utilize Eight Gates, but it wouldn't really suit them since Gentle Fist is more concerned with precision than anything else. Strong Fist, however, is more focused on destruction, which is why it goes so well with the Eight Gates, and that's why you see most Eight Gates users are of the Strong Fist discipline. Howbeit, without either side using Eight Gates, Gentle Fist is by logistics superior to Strong Fist. Lee can never beat Neji without use of Eight Gates.
