Byakugan is part of the Gentle Fist, Gates are not part of the Strong Fist. So yes, base Gai is the standard of Strong Fist, just as Neji w/ Byakugan is the standard of Gentle Fist, because the former style can be used without Gates, thus Gates are an enhancment to the style and not part of it, but the latter fighting style cannot be used without Byakugan.
