Plot wise, we don't know when Hashirama died but we know Madara had to live long enough to save a genin aged Obito. He died a few years later which makes sense that kakashi could be old enough to teach a genin aged madara i mean sasuke.

But I think it all comes down to what you define as next generation. Their kids... aren't the next gen, their reincarnate forms would be.

Mitsuki is the third guy. Some people seem to think he is an otsutsuki spy. Besides Sasuke says that the reincarnation process has ended. I don't think anyone can ever surpass Naruto and Sasuke anymore.
