The manga literally said it gave them enhanced powers and the one doctor mentioned an exo skeleton so they have increased durability too.

He was referring to superpowers such as elements inhanced durability is not a super power.

During PH arc, when Nami and Sanji switched bodies name stated a few times that Sanjis body felt so strong sturdy and durable.
But that would be the best reason why they can use fire and electricity.

Sanji can use fire through friction. Completely different than claiming someone can use eletricity naturally.

Ace and Enel were the element. Cant be touched unless hit with haki. They can produce both elements on a totally different scale.
Sanji just manipulates it on a small scale.
