So its obvious now that Sanji and his siblings have all been experimented with. Hence why they have those powers and why Sanji has his fire powers. Discuss.

I disagree, the manga clearly shows that Vinsmokes got their power through sheer natural talent and hard work with no scientific modication. Sanji tried to catch up via having his body modified, and it ruined him. That's why he's so weak and has major oil spills whenever his operating system malfunctions in the presence of a woman. The manga literally said it gave them enhanced powers and the one doctor mentioned an exo skeleton so they have increased durability too.
