History:
yagura was said to be the youngest mizukage to ever be appointed. the jinchūriki of the Three-Tailed Giant Turtle and the Fourth Mizukage (四代目水影, Yondaime Mizukage) of Kirigakure. When the Three-Tails was captured by Akatsuki, it had no host and roamed out in the wild. The reason why the Three-Tails was removed from Yagura is unknown. he was kind to his subjects, buut ruthless towards his enemies. his reign was both domineering and unsuccessful. yagura made many wise decisions but aslo many ill-advised decisions, all of which lead up to his capture by akatsuki. Akatsuki tracked down the location of the Sanbi, the three-tailed demon, which has the characteristics of turtles and shrimp. In the past, the Sanbi was imbued within a ninja from Hidden Mist named Yagura. When Akatsuki captured it, Sanbi was "in the wild," with no Jinchuuriki host. For this reason he was weaker, as he could not properly control his power. Tobi was assigned to capture this demon and did so with the assistance of Deidara. This demon was succesfully sealed in the King of Hell by the group. after having the san bi sealed away yagura infiltrated the hideout and smashed the hell god statue, and unsealed the 3 tails and his team of specialtist resealed it and now he is out to kill all all the member that werent at the base at the time or are still alive.
During his time as Mizukage, until the massacre of Academy Students by a young Zabuza Momochi, the village was known as the "Village of the Bloody Mist" (血霧の里, Chigiri no Sato), due mostly because of the barbaric ritual where Academy students kill one another for graduation. It is likely that Yagura was the Mizukage whom Zabuza tried to assassinate.
Despite the terror of his reign, Yagura appeared to be kind. Apparently the people of Kirigakure feared that Yagura was being manipulated, a fear which was confirmed by Ao, who saw through an unnamed genjutsu with his Byakugan.[1]
