Naruto CAN ACT like one - I think that's what they meant. He is a bit thick about some things, more as comedy than anything else. He might not be book smart but in terms of battle strategy, he's actually quite creative and clever.

As for Sasuke, they're just wrong about that. Sasuke has never shown any traits of being stupid (maybe annoying in a way) but not irrational idiot, not that i agree with anything he did.
