Disagree. Sakura is an individual that can be heavily overwhelmed by her emotions. That's a real weakness for a leader, just look at Hiruzen.
As far as I remember, that's an anime-only thing.

Naruto and Sakura were both overcome with emotion concerning Sasuke , and Sakura is not different from Tsunade

As far as I'm concerned, I haven't say anything positive about Tsunade yet, so I don't get the point of bringing her into this discussion.

She can fight, she is definitely smart enough for the job. She has decent defence to protect her villagers. The one thing people complained made her unstable is married to her and good. She could do it.
