I disagree.
Tsuade represents the female empowerment, because she had the will to fight against someone like Madara.In my opinion she is the only women,who proves that Kishi isn't an absolute sexist.Sakura and Hinata often cried and achieved mostly nothing.Konan was Yahiko's and/or Nagatos puppet,while mei was treated like useless trash.This could be Kishi's words:
