That makes no sense, Tsunade is the hokage and the village isn't getting wrecked. You're probably forgetting that hokage doesn't just stand for strength but also for great leadership. Sakura has enough feats to be a leader. Besides if someone attacks the hidden leaf we have:

K11 + Naruto & Sasuke.
Tsunade
ANBU
Kakashi
Kurenai.

There would still be plenty of shinobi to protect Konoha. Naruto told Tsunade to sit back while gone took care of things during the Pein arc.
