It was more like 3 years and the time leading up to the current arc. Sakura's power and chakra are the only things Kage level to me right now. Her fighting style, speed, state of mind all scream Chunin to me still but that's because Kishi sucks at giving female character their needed development.

Naruto as a Genin in part 1 had regenerating ability thanks to Kurama and had Gamabuta plus beat a Jounin named Kabuto. Sakura doesn't have a Jounin mentality so she will stay Chunin until they believe she can be a Jounin. Having power and jutsus alone doesn't put you on a level, name 1 Kage level Sakura can beat alone for example. We actually see Naruto grow mentally throughout Shippuden and Kakashi even said Naruto have always been weirdly smart. Sakura punched mimi Juubi and punched the ground then looks away and almost dies, a Jounin would know not to turn your head smiling at what you just did. She never shown that mental growth that a ninja needs to be Jounin or higher. Lee is Jounin level with the gates yet he's still a Chunin.

High Jounin - Low Kage level, yes. Current Sakura would be about as strong as Pre-Pain Arc Naruto (without access to the Kyuubi's Chakra), before he had SM.
Naruto's levels (my approximation):
SM was mid-high Kage level
KCM was high Kage level
BM was low God level
BSM was low-mid God level
Current Rikudou Naruto is high-extreme God level

I was talking about part 1 Naruto having all if that and he's only Genin in Shippuden because he never took the Chunin exam as he was going on missions and training all if the time. Had he been a Chunin when he saved a Konoha's from Pein, he would be getting recommendations to be promoted to Jounin level since ninjas were saying he should be Hokage at that point. Naruto still lacked a Jounin mentality though, it was until after finding out his friends want to kill Sasuke and reading Sasuke's mind when they clashed and resolving to kill Sasuke when he attacks that Naruto grown to a Jounin mentality.
You're only talking about what Sakura did which was to save herself and the world. It wasn't a her plan but Kakashi and she only played a part. Sakura haven't rose to a Jounin mentality at all as of yet, wanting to save Sasuke is a major reason for that, Kakashi as a Jounin knows Sasuke have to be put down and was going to try and do it while Sakura froze and almost died. Naruto already decided he will kill Sasuke if he have too, in the latest chapter he even said he'll save Kurama and the Bijuus no matter what it takes because they are his friend who want peace while Sasuke doesn't.

Only you show stupidity if you think she's qualified as anything above Chunin since you clearly don't read the manga to know you need to be elected to be a Jounin and Sakura hasn't shown that mental growth she needs.

If we talking fighting Power... NOOOOOOOOOOOOOOOOOOOOOO.... If we talking Healing sure... As a fighter she is probably high Jonin but Kage lv Healer and chakra Manipulator But she would lose in a fight vs all Kages........ idk what low kage is -_-
