i am a person who likes to debate characters in a vs forum, i once spent hours debating on several debate sites and with my friends.

for this Sakura knows a technique that she can only use once every 3 years.

so in a debate it can't be used unless specified. Sakura can only use this attack once in a short duration. Sakura also won't use this immediantly since using the mark will shorten your life. also once she uses the technique she is defensless, so if someone dodges her attack, people will see it coming, and Sakura is slow.

so it is a upgrade, but it can't really be used in matches and it will just be very very very rare to use. and since it takes 3 years to charge i woudln't allow it in a vs. because if you could allow it to be used immediantly you should just say that Naruto starts the battle with a bijuu darma charged or Goku in SSJGOD mode.

In short it's like Shisiu's eyes. powerful, but can only be used once every 10 years. so it isn't the good.

If her strongest jutsu takes 3 years to prepare that really isn't an upgrade is it?

MS takes longer to achieve and is only good for few days of battle
