She is,
Sasuke just relys on her sharrigan.
Sakura uses her keen eye and wits to replicate that 6th sense Sasukes got.
And her mind works like shikamaru's in battle. As seen with sasori, she read his finger tips to predict the puppets movement.
Shikamaru did the same thing with Tayuya.

Even back in the academy Sasuke was smarter than her. They even mentioned that he was on top of the class as far as everything goes. Even without having his sharingan active his whole character is around knowing and counter acting his opponents, especially with his intellect. Sasuke thrives on battlesense/strategy/tactics.

The only thing I could give Sakura is maybe her being smart in different aspects such as medicine or whatever else but definitely not fighting intellect.

As for Naruto, there is a reason they say he's unpredictable with things he does. Even Sasuke who pays attention for little details during a fight couldn't pin him down with what he does, let alone everyone Naruto has ever fought. I doubt Sakura would predict him at all.

Naruto & Sasuke are reincarnates of two fated brothers, they hail from the two most powerful clans(Senju/Uchiha), don't compare them to sakura. She's only portrayed equal to them in the sense of the three sannin, what she lacks in power she makes up for as a medical nin. Tsunade/Sakura's role was always the ultimate medical/support role, shes a genius in here field of expertise and undoubtedly the best.
