No, it wasn't ever stated to be the case. The impact can only work if it hits a target but what the OP is saying is that CES is used on the air which itself is prone to impact as it itself is made of matter.

What do you mean with what was implied? CES only work with hitting something physical, nor has anything in the Manga, or the Data-Book implied that CES can be used on any objects other than anything physical.
