As you can see Sakura used CES differently. She released the chakra not on the ground, but on the air. Causing a Shockwave.

And no she didn't touch that thing, you can clearly see that there couldn't be any contact as that "wall" was already destroyed at the same spot Sakura focused her Punch into.

That's basically a weaker version lf Shinra Tensei or Sekizo.

No, it wasn't ever stated to be the case. The impact can only work if it hits a target but what the OP is saying is that CES is used on the air which itself is prone to impact as it itself is made of matter.
