Sakon/Ukon are among some of the strongest part 1 characters, and it's a shame they didn't live past the time skip because they had the potential to become incredibly deadly.
Ninjutsu/KKG
Sakon has one of the most underrated and deadliest KKG in Naruto. He can send one of his other halves to hijack your body and leach off you and control your movement, all while the other half is free to do as he pleases. The only known way to escape is to seriously injure yourself. Sakon had the unlucky match-up of fighting an opponent that uses a partner and then a puppet wielder. Sakon also has access to Oro's defensive summon: Rashoman. Not only does this give give him a good defense, but it also shows Oro saw a lot of potential if he was willing to give Sakon one of his personal summons
Tailjutsu
Sakon's kkg also gives him a powerful taijutsu form "Tarenken". Sakon has the ability to use 4 arms and 3 legs in his taijutsu give him both 2x strength but also blocking and striking ability. This makes it extremely hard to fight him in taijutsu since it's essentially 2 people at the same time.
Genjutsu
Stamina
Another benefit of Sakon's kkg is how long he can stay in battle. Sakon has a 4 in stamina himself, and Ukon has a 2. Sakon himself can already be in battle for a good amount of time, but what really makes him a machine is he can rotate out between himself and Ukon. What really makes this effective is that the dormant brother recovers any injuries while dormant and regains some strength. Also, against really big attacks, the brothers can separate to split and reduce the damage.

Sakon has considerable strength, being able to easily punch through stones. Both him and Ukon have a strength of 3.5 and 3, close to Kakashi's strength btw. What really makes him strong is how he can use the strength of 3 arms and legs to easily overpower most opponents at close range. Keep in mind this isn't even factoring curse mark boosting his strength.
In conclusion, Sakon was incredibly strong for his age, only 14, and had a lot of potential strength to grow into. Most opponents wouldn't be ready to fight his sort of powers, and could probably take on a few low jonin. In my opinion, he could have grown into a sort of mini Orochimaru.

Sakon has shown no particular genjutsu feats but, in theory, it may not be much of threat. Sakon has his merged brother to break him out of genjutsu to disrupt his chakra.
