He's a special jonin.

At first I thought that every jonin is like OMGWTFSTRONg as we have been told but then.. after seeing so many strong opponents (mostly akatsuki) I just couldnt call an average jonin strong ;/// lik lol!

Basically he would be probably between Tokubetsu Jounin or Regular Jounin as already stated. Though perhaps with his prior experience as Anbu and skill as a shinobi, he would be put as a regular Jounin.

Yeah, but ANBU can be either Chuunin or Jounin... ;)
Where does it say this? I thought ANBU were all Jounin or Tokubetsu Jounin.
Seeing as though he's a part of ROOT I would put sai jounin tier/rank. I reckon it's his fighting technique that would prompt some to question his rank.

I read that somewhere a while ago, but can't remember where. :S

Tokubetsu Jonin (特別上忍, Tokubetsu Jōnin; English TV "Special Jonin"; Literally meaning "Special High Ninja"; sometimes known as Tokujō for short) are ninja who, rather than all-around Jonin training, have Jonin-level ability in a single area or skill, much like warrant officers of real-world militaries. They are elite specialists in their areas and are often assigned as subordinates to regular Jonin when their services are needed.
