sai wins. sai is an anbu so he is ASSUMINGLY well versed in the shinobi arts. sakura has shown difficulty hitting opponents with her punches and this should also be the case with sai as well. furthermore sai has numerous long range attacks that sakura has no way of dealing with. also sai has his bird so he can fly up in to the sky and then sakura has no way of hitting him. i give this one to sai purely because he is anbu and long range. normally type of range the fighter is doesnt automatically dictate who wins but sakura has shown ZERO abilities other than her short range punches which wont work against sai. sai wins

I think sai would win. He was in the ANBU/Root, that's gotta count for something...plus Sakura doesn't many abilities just like strength so and I think Sai is probably smarter in battle also.

Sai wins. ANBU/Root gives him advantage, which means he's good in the battlefield and smarter.The advantage Sakura has is her healing and that if Sai gets too close she could just punch him.

strength counts for nothing if you cant land a hit. sakura has no way of hitting a bird. or did i miss something and she can fly? also you are right one ink lion is no match for her but how about a dozen? no way sakura can take down all of them at once. furthermore if she does sai can use other ink animals like snakes to catch her from behind and restrain her. sakura really has no way of winning other than landing a lucky punch.

Sai for sure he could beat her in close range as well since he is well adept to using his sword in battle.

I say Sai...

Not to sound sexist but in this series it's clear that the shinobi best their kunoichi counter parts. Weakest member of Konoha 11/12 are kunoichi. None of the kunoichi can match the males in their age group. Tsunade is perhaps the weakest out of the sannin (nobody tops Mei Terumi baddest female every). Konan can't stand close to Nagato, Itachi, Madara, or Kisame (She may best the other members of Akatsuki but that's only assumed and IMO). The males of the series seem to best the females if you think about it from what has been seen.
