You what, you're right. Sai is holding some type of card up his sleeve. we just don't what kishi's plan for him yet, wonder if he even knows... But I still believe Rock Lee would open the gates and pummel him.

I will show you a scenario where sai will win

1) Sai flies high into the sky with a bird drawing.
2) Rock lee is now unable to attack him now. Even with all his gates, he cannot reach sai.
3) He spams drawings that are rather tiny like snakes and rodents and it rains down from the sky. Rock lee will probrably have problem countering this as the animals are smaller.
4) Now, he spams larger animal drawings like tigers , dragons etc.
5) sai wins.

Remember, lee cannot attack from the sky. He have no long range attacks.
Tell me, how the hell does lee win??

if rock lee use his gates sai will be in a trouble and sai's animals couldn't harm lee(they're not very strong enough to beat him) so i think rock lee has a good chance to win

If sai flys into the air, then he will always see what is coming and be able to attack using shuriken or kunai or simply destroy them as they touch the ground. If sai flies too high then he probably wont be able to even see lee since he only one person.

If lee opens his gates it is quite possible that he could jump very high and possibly catch sai off guard, since sai doesn't know the full extent of his abilities.

Sai, he has the advantage with air attacks and he might have some way to use his snakes to trap lee

It depends how Lee feels about the Inner Gates as of now. He used it pretty willingly during the Chunin exams and once more against Kimimaro, but when else? If he didn't use it when Kisame had his trapped in that water prison, then I don't know when he'll think it's a good time to get serious.
