Hyuuga have techniques that shoot chakra out of themselves. I'm quite sure the Byakugan would help for targeting, and shoot Sai out of the air.

Neji can also stream chakra out of his chakra nodes and stop ALL incoming projectiles. Also Sai's drawings tend to last only one hit, Neji has a technique that hits 64 times instantaneously.

Sai would run out of ink before Neji runs out of chakra. ;|

dont forget Sai worked for DAnzo and he's an anbu
and neji great eyes , can block atttacks easily and he can use Gentle fist to prevent Sai from using jutsus ....sooo i say Neji

Anbu doesn't deal with direct fighting. They're there to assassinate. They're the ACTUAL Ninja of the Ninja world so to say.

once again you beat me to it.
Sai's drawings dont last, at most he could just try to avoid him till Neji got tired. but that would be a very long fight if that happened.
On the other hand Sai is or was (i forget his status) a member of roots. so he must have more tricks up his sleeve. He doesnt show much of his abilities so i think hes hiding alot more than what we see.
but as it stands Neji still has him beat.
