Sai without difficulty... Sai is a root anbu since he was a child, sure Neji is jonin and a genius but Sai is a natural born killer assassin.
Neji wont have a tough time hitting Sai since Sai is an awesome long range fighter. yea Neji can use long range gentle fist attacks like the air palm but hes not hitting Sai who will just fly on his birds.
Sai keeps his distances and attacks Neji with his drawn animals, Neji counters with rotation and gentle fist but eventually Neji will open up, or waste his chakra and Sai will beat him
btw i think i will start participating more on these vs threads and pwning noobs. facepalm on those who say neji would win against sai. neji has nothing on sai.

How can Neji attack Sai who's flying in the sky?
This is Neji's worst possible match-up. Sai wins.
There is no possible way Neji can counter attack against Sai. This is just absurd.
Even his ranged Jyuuken attack is useless. It's not like its a damn homing missile or anything. Neji can't hit a moving target like Sai on his bird.

Neji, he's proven himself a quick thinker and killed one of the strongest long range fighters we saw in part one (the spider guy, I forgot his name). On top of that he now has long range techniques, can easily differentiate clones with his byakugan, and his ultimate defence and possibly just his taijutsu will destroy any of the incoming ink beasts. It won't be easy but I don't see how Sai would really end up winning this.

Just because Neji beat Kidomaru does not mean he can beat Sai. They are completely different fighters
That is extremely poor logic.
Kidomaru was uniquely fit to be Neji's opponent. He used webs that Neji's Jyuuken could cut. And the only reason Neji won was because Kidomaru's webs trail back to him.
Sai on the other hand is a different story. Neji CANNOT reach him. Period.

sai can make practically anything with his ink, including clones and birds. he was sealing away mist swordsmen left and right.
kidomaru happened to be a bad matchup against neji because gentle fist cut his webs.
