Sage Naruto Faster than A?

Since this shows that Sage Naruto can dodge attacks at the last possible second, could it be said that Naruto in Sage Mode is faster than A even without Kyuubi Mode?

1- Third is not exactly similarly fast as 4th... It's just that all Raikage are generally above average fast and 4th is supposed to be fastest after Minato...
2- A the 4th's speed is nearly around lightning's speed in his full version...
3- Third's speed is around SM Naruto's speed but SM gives you advantage through sensing...
