Being able to dodge and being generally faster are two different things, my friend.

That's not true at all. You can't dodge a bullet based on that logic because a bullet moves too fast. Now if the third Raikage had shot some lightning at him I'd give you that one but he didn't so yes Naruto is faster.

If you are standing on a railroad and a train is coming towards you, you can move and avoid being hit. Yet you can't outrun the train.
