Both. Also Orochimaru knew how to reach Sage mode he just hadn't had a body capable of sustaining it in the manga. Kabuto needing Oro cells to activate it, Juugo and his curse seals should be more than enough evidence to suggest Oro knew how to go Sage.

I'm saying that for Part 3, it should again focus on Naruto's Kiba's Generation as Adults and the Kids as minor, minor characters

They're all carbon copies/hybrids of everyone from the original gen anyway so it's all the same.
