Law wasn't a D as well , before that chapter that was announced , did we knew about him being able to hear the voice of all things? or him being a d? in that case... shanks is a D as well... bc he heard "luffy" and more stuff and ofc... let me throw it out... doflamingo and rayleigh as well , but doflamingo , isn't a candidate to be a d bc he doesn't understand luffy's reason as to why he likes bellamy now and as to why law betrayed him.
sorry i am not update to manga but being a d obviously don't give you power to hear things but they obviously have the ability but thy might have to work them self's up to that similarly like conquers haki

Luffy does but it's not a D thing it's a Luffy and Roger thing as far as we know now

Why do u think that hehas that in the first place? Sabo is smart hes completely different from ace or luffy.
We already knew everything about Sabo's background. He's a kid from a noble family so him being is a D is impossible unless Oda pulls a plot twist that makes him a D.
I don't think all D's can hear the voice of all things as only Roger and Luffy are shown to be able to use it.
I don't remember Law displaying such an ability.

if dragon is capable of hearing , then garp can too , if dragon can't hear , then it would be from luffy's mom?

I always believe the one who has the ability of hearing 'the voice of all things' is the one that's a legit descendant of royal family among the D for the lost ancient kingdom. Or perhaps the one that truly possess the Will of D.
Sabo keeps on saying he wants to carry out Ace's will, which i think he refers to the Will of D, means that Sabo isn't a D family either. Or else he would've said something like "We will carry on the Will of D. Watch me over, Ace!"

i don't think he can hear voice of all things.It's a special ability of roger & luffy in my opinion.
sabo being "D" will be a nice plot twist because then the 3 brothers will be D's and it can be a fated meeting of all 3 to change the course of the world.But then again the D will become a common thing.

No. To the thread question.
No to both of your questions. I think Voice of all things is a pirate king only trait. And I believe Voice of all things is the reason shanks has not made it to raftel. Eventhough he has been there before.
