SO6P does't possess rinnegan. He possesses a different ocular jutsu whose basis is rinnegan. For example:- Sharingan is the basis of EMS which is many times stronger. Also i think this next level of rinnegan would be capable of bending reality better than izanagi and izanami. Like SO6P could see future easily (prediction for tailed beast like they would become one again). He could create life and store them to reallity. Also i believe he could control natural elements like wind,earth,fire,lightening far efficiently than any. He was the one who created amataresu afterall. Don't you think he could control people even by thinking. Lets see...
