Looks:
Rufus is a slim young man of average height with very long, straight blond hair, reaching down below his back, which is gathered near the end and tied in a small ponytail by a large, dark band. Framing his face are two bangs, which reach down to his shoulders and then flow backwards with the rest of his hair. Rufus possesses deep, slanted black eyes, delicate facial features and a mildly prominent nose. Most of his upper face, aside from his eyes and forehead, is hidden by a crimson mask with golden edges, similar to those found in traditional Italian Commedia dell'arte and Carnival, circling both of his eyes and covering the upper part of his nose, which adds to his theatrical appearance.Rufus is often shown retaining a laid-back stance, resting either one or both of his arms behind his back.

Rufus' outfit matches his flamboyant personality and demeanor: he's shown wearing a very long, crimson vest with golden edges, reaching down to his knees and closed few inches above his waist on the front, something which leaves his legs free, over a cream-colored shirt, with a prominent collar, whose corners are held in place by buttons, and mildly loose sleeves, ending in cuffs decorated by intricate motifs. Standing out on Rufus' chest is an extremely large, flimsy cravat tie, matching his shirt in color, which consists of three layers of cloth, each growing larger than the one above it, and is secured to his neck by its thinner part, passing below his shirt's collar. Covering his legs are a pair of mildly baggy, light-colored pleated pants, tucked inside light boots with large cuffs. Rufus' attire is completed by a large crimson hat, with a prominent brim curving upwards on the sides and golden edges, matching his vest and mask, which on its upper left side bears an extremely long, massive and spiky pink plumage, falling down from the rear part of the hat and almost reaching down below Rufus' back​

Personality:
Rufus seems to be very theatrical, being almost always shown retaining a flamboyant demeanor, assuming dramatic poses and sometimes going on to make poetic statements in reference to things happening around him. Even though he has this laid back metro demeanor Rufus is quite sly and cunning.​

Description:
If the user or the intended target is on the water or on a wet area (i.e. after a strong water technique was used) then this technique can be done. The user will preform one handseal and then release their water chakra in the water or damp ground, they will mold the chakra in the water to rise up 4 watery-type warriors. As the water rises up they begin to move to where the user wishes. These warriors are the same size as the average person, they move as fast as the user but they're unable to preform any jutsu. These warriors carry swords, hammers, spears, and shields (up to the user). These weapons are very concentrated and can be used to slice, cut, stab, block. When a warrior is destroyed they blow up and spray water everywhere in about a 10 foot radius, normally this would do nothing but get the target wet but if the warriors are infused with lightning from a separate technique then if they blow up and if they get water on them then the target will be paralyzed for a few seconds.

- Can only move up to mid-range from the user
- Warriors can attack all together/in a formation/ in all directions separately

Description: The user preforms the *Snake* seal then releases a large amount of water from their mouth. The water forms into several chariots that rush towards the target. The chariots are able to hit all at once or one at a time this causing the target to move around the constant battering of chariot. If a chariot hits the target, the target is hit with such force that they are pushed back and have several injuries.

- No water source required
- Usable once per battle
- Unable to use another "Water Style" in same turn
- Only trainable/usable by Dexter..
(Doton: Tsuchi Musha) -Earth Style: Earth Marauders

Description:
This technique is some ways mimics the stone golums/earth clones. The user will preform two hand seals and spits out mud from mouth to ground then it solidifies. By doing this the user will have three options on what will be formed from the mud. The three choices are Broad sword wielding Warrior/ Archer with Bow/ Viking with giant shield. Warrior attacks are basic Kenjutsu; Archer attacks are typical shots. These Marauders stand about 13 feet tall. With the exception of the Viking the Archer/Warrior are basic attacking types. The warrior is capable of attacking at short range and the archer is capable of attacking at mid - long distance doing the based damage. The Marauders are able to move as fast as a clone and they are quick with their attacks. These Marauders are unable to use jutsus of any kind.

- Only one Marauder is able to be used at a time.
- They last on field until destroyed.
- Unable to use Doton technique in same move they are created.
- Unable to reform after begin destroyed.

(Hisan Dutchmen) The Flying Dutchmen

Description:
The user preform 3 hand seals then is able to form from the earth a huge replica of "The Flying Dutchmen". The ship travels on the earth at a fast pace and is able to crush an enemy, the user is able to ride it as if he was riding a wave towards the enemy. The ship can be used to protect the user from oncoming attacks etc. One technique that the ship is able to do it send out a great pulse which creates a wave of earth that goes in a 360 degree shape of the ship (basically it goes from all angles of the ship) This is similar to the wave that is sent when the Dutchmen calls the Kracken. The ship is made of a very hard and ancient wood, giving it a great durability. Any attacks C-rank and bellow have no effect on it. Like any other ship, to be destroyed it will have to be sunk.

- Ship last 3 turns or until destroyed
- The wave of earth goes up to mid range and counts as 1 of the 3 turns
- Ship is unable to fire cannonballs

(Davy Jones Todana) Davy Jones Locker

Description:
This summon is very similar to "Iron Maiden" summon. The user able to summon a old, sea forged, metal crate that is the size of a human under the enemy at either short or mid range. Once summoned the crate very quickly rises out of the ground and trapping the enemy, the opening in which the target is engulfed is similar to the way a puppet traps an enemy. Once the target is trapped then a summoning of chains even faster wraps around the entire crate just like the "Iron Maiden". The crate has many holes on the top of it. The user can either keep the enemy trapped in the locker or if near water the user can kick the locker into the water up to mid range, causing the enemy to sink very fast because the locker is very heavy and drown in the process.

Notes:
- Trap lasts for 1 turn
- Drowning happens within 2 turns
- Unable to use water and/or earth technique in same turn as summon
- User must have some type of Taijutsu training to be able to kick "Locker" in water
- Only usable/trainable by Dexter..

Description:The user makes words in solid form out of their own elemental chakra that changes to take on the form of what the word was (i.e. writing “fire” would create fire, writing “Mud” would create Mud, etc.) For an expansion on the explanation, by creating the words out of chakra and infusing them with one type of elemental chakra, the word can actually take on the form of what it spelled out. So by writing out “hole” on the ground, and infusing one’s earth chakra into it, one could create a pitfall trap in order to confine an opponent. By writing out “wind” in the air, and infusing one’s wind element chakra into the word, a protective barrier of wind could be formed capable of defending against Ninja Tools, and other weaker attacks. By writing out “Fire” in the air or on the ground, and infusing one’s fire element chakra into the word, one could create a protective wall of fire to defend against taijutsu, and so on like this. The words can take form either as English words or as Kanji, either way it is the same result.

Background Info
History:
Rufus didn't make his appearance int the ninja world until he was 18. He basically walked right into Iwagakure and become a shinobi of the village after doing a favor for Jinbeikage. No one in the village knows much of his abilities or his past.

For the majority of his time as a Iwagakure shinobi, he travels the world visiting other villages and towns.​

Rufus is well versed and adept to the style of Water. After years of training under unknown means Rufus is shown to be able to use most Suiton techniques with as low as 1 handseal.​

Rufus has also been shown to use Doton style techniques in a masterful quality. He often uses Doton and Suiton techniques in conjunction to create a more powerful and unstoppable force.
敏速 Agility
Rufus is very quick on his feet. Since he has an artisan sense of perception. His reaction time to attacks is greatly enhanced to those of an average shinobi. His speed on the battlefield is also known to many.
Kiyoshi Abilities
The secret to the Kiyoshi Clan’s abilities lies in utilizing chakra at its purest and most natural (and semi-tangible) form. This ranges from shooting pulses of energy to using chakra to expand the range of weapons to surging one’s chakra into another’s body through contact. Members of the Kiyoshi Clan focus much of their effort in acquiring the ability to focus in on and sense Energy so that they can gather the Energy from the environment and utilize it. As such, the members that are more adept at feeling Energy can locate the specific Energy sources of living entities (trees, animals, and most human beings) and non-living objects alike since all things of the world, in Kiyoshi Philosophy, give off some sort of energy of their own, be it spiritual, physical, or natural (physical energy is extremely difficult to sense because of its lack of metaphysical properties). The Kiyoshi Clan’s fighting style is a mix of Tai Chi (to control calm movement of energy, best utilized by Kiyoshi Masters), Hung Ga (to control stable and powerful movement of energy), and Northern Shaolin Kung Fu (for close combat). The Kiyoshi Clan’s energy is based to be sent out in pulses. When in combat, they can utilize the energy, which causes their hands and/or feet to glow whatever color coincides with their personality and ability [green, blue, red, white, ect. (Distinct colors only occur in Kiyoshi Generals and higher)] and when they direct an attack, right before contact an invisible/visible “pulse” of chakra is sent out of their fists/feet to make an explosive effect when a clan member delivers a punch or kick that can send the opponent back many feet. Movement also plays a big role in the use of pure chakra/energy. The larger/bigger the motion during movement made to utilize energy, the more energy will be produced. Masters of the Kiyoshi art are signified by a significant glow in their eyes when utilizing the energy, and they can use it much more effectively than normal members. The ability is called Konki Myaku (Energy Pulse). (The reason why those with Kekei Genkai cannot utilize the ability is because their chakra is different from regular chakra and their bloodline effects their chakra in a way that it is configured to work a certain way, thus their chakra can never be “pure”. People with Tailed Beasts can learn to purify their chakra, but it would be nearly impossible due to their bijuu’s influence on their chakra.)​
