Description: While Explosion Release: The Clay Cloak of the White Butterfly Lord is activated, the user will release a thread of clay onto themselves, further manipulating their clay armor. The already existing clay robe will sprout three large wings used for flying on the upper back, on each side. On each side of the lower back, three smaller wings used for quick aerial maneuvering and speed appear. The robe is even more effective at blocking attacks than the original, having the ability to fully block up to A-rank elemental ninjutsu attacks. This is done by folding the wings down in front of the chest, forming a cocoon around the user's body. Even the momentum from attacks is slowed, leaving almost no transfer of energy to the actual user's body. Being partly earth based, it it also very resistant to water, having the ability to defend against water S-rank and lower. However, due to its natural weakness to lightning, a direct A-rank lightning attack will destroy the cloak.

Description: Used with Fusion Swords, the technique causes the blades to levitate behind the users body mimicking wings, Wings of Blades to exact. Usage of this technique greatly increases the efficiency of the user as he does not have to carry all blades, they move along with him, they can be used in different combinations and they can be left at any part of the move and they will automatically return to their positions. The technique also serves the purpose of giving the user wings and the ability to freely levitate in the air with complete superiority in aerial movement. The blades each are positioned specifically as wings. When infused with lightning chakra they emit electromagnetic waves, by putting them in different frequency’s they create a force enough to levitate user in the air. The height is determined by how much chakra is used and the movement can be controlled by Gyroscopical methods, like spinning the swords at their positions. This flight method is better than most others because it doesn’t requires, any drag or pull, no need for gliding, it can stay in a stationary position whilst maintaining flight and it isn’t affected by the angle or air density/pressure.

OT: All those examples are void. None of those characters got wings by default. Sasuke obtained them via his CM, thus a tech. Fuu got them because her tailed beast can fly and also counts as a tech. With Konan it was a paper jutsu and the filler characters got them from training with the crashed star. Also all of these characters have been confirmed to have such abilities, you are not allowed to just make abilities up like being able to fly.
People have been making, as stated numerous times above, jutsu's that enable you to fly for years now. Based on what you just said it seems the Custom Jutsu mods don't approve such jutsu's anymore, didn't know that but it's understandable as why they would do that.
You can always make a custom clan though when you're an official sage where the members have or gain the ability to fly. That's within the realm of possibilities as after all we have a fish clan, why not a bird clan then too?

Indeed. Like Caliburn said we can't approve more Wing customs as those are pretty much like the elemental shooting swords: done and done.
As for those, again like caliburn said, they are all techniques and with the exception of the peacock method, all of them are available in our RP.
