RP villages

So i was wondering, can a person with a bio but not apart of the RP village system battle and post in the ninja world section? I have this question because soo many do it when they don't have the relevancy to do so, example myworldoftsukyomi made athread and a bunch of people that do not have an offficial village essentially spammed the thread.

Please only post if you have relevant answers.

Two ways of seeing it: the Ninja World is an RP in itself created for the official villages only, thus it would restrict everything only to members of the official villages. However, a ninja isn't obligated to be part of a village. Non village ninjas exist and missing-nins (former members of villages) exist and roam the land.

Its irrelevant really, as long as the role-play has something to do with the objective of the thread.​
