If I am currently situated at Long Range of my opponent (Ichigo), and Ichigo runs into Mid Range does that make us Short Range?

No, he is Mid-Range, usually you refer to Mid-Range from your opponent

No, he would be in mid-range. Like it was stated above, you usually specify your location in relation to your opponent when talking about range.

Range chart:
Short: ~0-5 meters
Mid: ~5-20 meters (some say up to 15 for mid range... I dont think there is an official ruling)
Long: 20+ meters
