Stop over thinking. Just because he has horns and uses a technique related to dragons, doesn't mean it is a Dragon Sage mode. Are dragons even real in Naruto? Aslo, I don't know what you mean by he doesn't move like a snake because that has nothing to do with anything. Does Naruto move like a toad in Toad Sage Mode?
He just called it dragon SM because snakes are similar to dragons (kinda) and they are like ''imperfect dragons''. That is why he said he is a Dragon Sage because he is now a ''perfect snake''.

Sm weakness is gathering chakra ... He had jugo abilities to passively gather chakra , so he pretty much didnt have a weakness from using sm , so i guess he thought he transferred from snake >dragon by perfecting the sm in general
